Experienced Property Leadership
Colinas RV Park is proudly owned and managed by Russell and Janet Spillers, alongside our primary business partner, Kacee Jackson. Russell is a U.S. Military Veteran who brings 10 years of professional real estate investment experience to the park’s operations. Janet serves as the CFO and Managing Partner for our family businesses, leveraging her extensive real estate background to ensure all systems remain up and running. Kacee Jackson, President of The 360 Company, rounds out our leadership team and brings 15 years of real estate investing experience to help with future strategy, long-term planning, and creative marketing.
Working together as a team between 2013 and 2018, Kacee, Janet, and Russell successfully purchased and renovated over 300 homes in the Central Texas region. Following that, from 2018 to 2022, the trio teamed up again to buy and develop several thousand acres across Central Texas, converting the land into 1- to 10-acre lots. By offering seller financing, they were able to help countless Texans afford the land they needed to build their dream homes.
Today, we are proud to operate an independently owned network of eight premier RV parks spanning Texas and Louisiana, including successful communities in Aransas Pass, Crystal Beach, Portland, Canton, and Vinton. We are committed to adding real value for our guests—which is why our rates include all utilities, free Wi-Fi, and complimentary on-site laundry where machines are available.

Whether you’re staying with us on our 6.5-acre Elgin property for a quick weekend getaway or settling in for an extended monthly stay, our management team ensures park rules are respected, utility infrastructure is well-maintained, and your peace of mind is prioritized.

Colinas RV Park is proud to be part of an independently owned network of eight premier RV parks across Texas and Louisiana. Backed by over a decade of real estate and property management experience, our leadership team focuses on providing a clean, quiet, and reliable community for every guest.
Whether you’re staying with us on our 6.5-acre Elgin property for a quick weekend getaway or settling in for an extended monthly stay, our management team ensures park rules are respected, utility infrastructure is well-maintained, and your peace of mind is prioritized.
What to Expect During Your Stay
There is no Manager in the Office, You must call or email us for assistance, call is preferred.
A live person is available on the phone 7 days a week, starting at 10am on Weekends and 9am M-F.
If you need something during your stay or think you’ll need help finding your site please let us know in advance so we can assist you.
If you are staying long-term for work or relocation, we make residential living hassle-free.
We have a community mailbox up front for packages.
We have a gate for security and privacy.
There is NO background check.
$75 deposit required and refunded upon move-out, and straightforward billing where one rate covers everything, you won’t encounter surprise utility fees.
Our strictly enforced quiet hours (10:00 PM – 8:00 AM) and park speed limits guarantee a peaceful environment to rest before early work shifts.

Our park is pet-friendly (with standard breed guidelines), and located conveniently for quick access to Hwy 290, Hwy 95 for quick access to Elgin, Austin, Taylor, Round Rock, Manor and Hutto.
